Finance Ministry sees no 2023 tax changes even if revenue falls

MOSCOW, Dec 27 (PRIME) -- The Finance Ministry does not plan tax changes in 2023 even if budget revenue decreases, Finance Minister Anton Siluanov said on Tuesday.

"Firstly, we do not change the rules of the game during the year, we can only speak about the next budget cycles, but I think the key tax novelties have been implemented," Siluanov said.

The ministry has also retained its approach to the dividend policies of state companies and banks in 2023, he said.

"If there is profit, why not pay?" Siluanov said.

Speaking about the dividends of second biggest lender VTB that has recently purchased Otkritie Financial Corporation (FC) Bank, Siluanov said that the authorities would look into its financial situation.

All external risks for the budget will remain in 2023, but the forecasts for liabilities are conservative enough, he said.

According to the official, the ministry may launch regular purchases of Chinese yuans to replenish the National Wealth Fund in the framework of a new budget rule and allocate funds on such purchases monthly, as in the case of other currencies.

Siluanov separately said that the government had not formed a position on the taxation of people leaving the country.

"We need to do no harm here. If we introduce separate taxation terms, we may create conditions when businesses will be uninterested in payments to the Russian budget," he said.
